There are currently 78 deaf inmates within CDCR, the Prison Law Office reported. Thirty-seven have been housed in Substance Abuse Treatment Facility and State Prison at Corcoran that, prisoner rights advocates say, makes it difficult to provide them needed interpretation services.

Under this regulation, a deaf or hard of hearing inmate has a right to be provided with qualified interpreter services to enable him or her to participate in or benefit from programs and services the prison offers other inmates, as well as at any disciplinary or other proceedings.
